Legitimacy and the use of force

What is the nature of the problem?
The legitimacy of the use of force by member states of the UN is regulated within the UN Charter in such a way that the of force by member states is allowed only under exceptional circumstances: either a member state of the United Nations is acting in self-defence (Article 51) or the use of force is part of a decision taken by the Security Council under Articles 39 - 42 of the Charter with the purpose of restoring international peace and security. Multilateral Co-operation in the Face of New and Old Security Challenges

Since the Iraqi crisis of 2003, multilateral co-operation as we knew it for more than five decades has been in trouble.
